Telkom Fibre Symmetrical?

If Fibre is symmetrical - why does my Telkom Fibre 10Mbps line consistently give me 8Mbps download and 1.8Mbps upload? Surely I should get 10Mbps (or around there) and 10Mbps upload?

If i buy a Samsung Galaxy LTE esim watch in Dubai, will it work on the Vodacom network? Or are the Galaxy watches locked so that only watches bought through Vodacom can have their esim registered?
