An abbreviated truth.
To know you must:
a. monitor Icmp /ping over time.
b. monitor amount of traffic through your router.
A good compromise.
On Windows:
tracert -d 8.8.8.8
On linux:
mtr -n 8.8.8.8
This will show where the congestion is.
Dianysis, you mention p2p. This mean your line is probable used at capacity. -
