I know of an offer where you can get a 4Mbit line (or 10Mbit depending on your location), and 20GB, unshaped*, international/local cap, all for R574 per month. You can also get 30GB for a R100 more. All protocols are unshaped (eg. gaming, torrents, ftp), except for stuff that businesses use like VPN. The ISP that supplies the product are also planning a monthly-data-carry-over addon for R30-R50, for saving your unused cap, but that's still in the planning stages. They really have unbelievable prices.
