    It' clear that their actions are intended to destabilize the country. And treating it as terrorism instead of just normal criminal acts would probably unlock additional resources in tracking down and removing this threat.

    Plenty of anecdotals out there that criminal syndicates are also partially involved in the loadshedding fiasco. But how deep does the rabbit hole go and what would their modus operandi be? How would we mitigate their involvement? How do we kneecap the syndicates?
