Godongwana exempts Eskom from reporting wasteful and irregular expenditure for 3 years

Isn't this promoting "borderline fraud"... or fraud itself ?
Shouldn't these ministers be charged ?

I mean I agree with you but looking at how fraud and corruption during lockdowns were handled I'm not sure our justice department even exists.
There were valid contestations in the last State of Disaster, many where changes were made literally hours or the day before the court hearing so as not to set a precedent. Our justice works quite well at the higher level. There have been issues but most have been well handled.

The AG needs to issue an audit report for Eskom based on IFRS and complying with PFMA. There is no definition for "wasteful and irregular expenditure" in IFRS, those terms are from the PFMA. For instance Eskom may have legitimate expenditure but it was not incurred in terms of the PFMA and therefore "irregular", under IFRS the expenditure is fine but based on the current rules re reporting on the PFMA the AG would have to qualify their report and that has implication on Eskom's lending rates.

This has to be challenged in court. No other way.
The problem is they really need the 200K brooms. However, it is seen as a wasteful expenditure making it difficult for them to get loans, even though it is legitimate expenditure. So they have a valid reason for not having to report it. Have to see it from their people's point of view as well.
