R4966 in arrears for a service that's been offline for almost 2 years now

Please help me understand this. I moved to the rurals a while back. Then I stopped using rain because according to me it's a pay as you use service. Before I canceled Rain if I didn't pay they would cut off services until I pay. Then all of a sudden 2 years later I'm charged R4966 for subscription which I didn't sign up for. Why am I paying for a service I did not use? When I reach out to them all they want is a payment plan but how when your router is sitting there collecting dust.
