1.5mb on 4mb line?

do you get better speeds during off-peak hours?

Surely if the line going into your modem is syncing at 4mb/s then the only thing between your modem and your download speed is your isp?
 
Nope no better speeds off-peak, only gets worse over weekends, goes as low as 430kbs. There is unfortunately one big obstacle between my modem and my ISP (WA) called a Telkom exchange. The exchange in my area is over subscribed from what I understand. Hence over weekend my (and everyone in my area) speed drops even further because more people are using the internet from home.

I have tried 2 different router (D-Link and a Netgear) without any change, the Telkom techies have tested with their own laptops and modems, but still no change. The problem lies with Telkom not able / willing to upgrade the network and exchange in my area. This much was inferred by the Telkom tech. According to my Line Attenuation, and Noise levels I should definitely be getting full speed, and should be about 900m away from my exchange (length of copper cable), but alas, Telkom fails yet again and they feel rocks for their clients, as they prove and remind as regularly.
