It would, technically, be incorrect because you're changing the values while using the same measurements. Kinda like Coca-Cola selling a 2L / 1.8L bottle of coke.

Saying '250GB / 232GiB' would be more accurate.
 
I heard a rumour that the R9.99 thing was introduced to force the tellers to open the cash drawer to give you your 1c change. Doing so forces them to put the cash in the drawer instead of their pocket because they have someone watching them (you). Apparently. Meaningless rambling perhaps.

This might be true, but another reason that I know for a fact is that it is done as a psychological ploy - R9.99 seems a lot less than R10 in your mind, so a consumer will be more inclined to make the purchase. Even though the saving is negligible. Even more so with larger sums such as R4999.
