Sure they track the big stuff, but the small things like blown off panels and pipes are floating/flying around up there, at speeds +10m/s. Imagine a bolt hitting your million dollar sports satellite, it would go right thru and no one would know why the picture stopped and also they could not fix the problem.

LOL @ 10m/s. I've seen babies come out of the womb faster than that! Try 8000m/s. BTW there are agencies in both the US as well as Russia and China that track orbital debris down to very small size.
