2 Years Planned Fiber

Hey guys, We moved into an estate about a year ago. And before moving in we saw that the entire estate except for our block already has live fiber ( Openserve ), Our block only had planned fiber. So we thought they were waiting for people to build houses on this block. Well it's been 2 years later, and it's still just in planning, even though the entire block is populated now. Has anyone gone through this experience ? Or could anyone give tips as to how we could convince the people from Telkom to activate the fiber

Side note: We are pretty sure the fiber has already been laid, however it has not been "connected"/"activated" yet.
