I don't understand Juve hasn't decided to sell Morata so how would RM activate the buy back? Unless the clause says RM can buy back at any time?

im assuming that's exactly what it says. i don't think he went for a lot of money so this stupid clause existing must be the reason for the low fee - £15.8m

That is the point.
Either let Arsenal buy him directly from Juve, or do "business", get him back for 15.8 and sell him on for at least double that.
