3 Mbps syncs higher than it should...

Ok so my line is not able to handle 4mbps (I kniow this for a fact +/- 1 year ago) now Telkom in their infinte wisdom think that my line is able to sync at 3 mbps, and yes it can sync @ 3072 K, and for the past like 7 months it's been fine but since today I have noticed that my line syncs at 3.5mbps or even 3.6 mbps.

What is going on. Not that I am complaining but is there a reason for this?

Maybe they're upgrading the hardware/firmware/software on the DSLAMs at the exchanges, which will accomodate syncs at the highest possible rate? Maybe it's a feature of ADSL2+?
Maybe they're adding more finer-grained sync profiles to allow users to sync at speeds much closer to their theortical maximum, instead of the more coarse 1mbps increments?

This is very interesting.
