3G Modem SIM roaming?

Not sure if anyone will know this one,

with the new 3G modem and others from Vodacom a: are they network locked? B: if a sim from MTC/Namibia or orange/Paris etc is installed will the vodacom soaftware be able to connect?

Reason for question is pricing, cheaper to get a local sim than use data roaming.

The modem itself is not locked, but you might have a problem with the software/settings.

All you would basically need to do is change the APN for the network you want to use. (and username and password if need be).

Vodacom 3g modems are Huawei mostly as far as i know (same as MTN).

Just download the generic software for the modem from the internet, and you can connect to any network (yes even MTN with your Vodacom sim)
