3G pinging error

can anyone please help me with my 3G. im running 3G on my laptop through my phone (SE k800i) i have got signal in the area but when i ping war3 server i just get request timed out all the time. when pinging google about every 10th packet times out.

im running it through my run program using command ping -t www.war3.co.za

i also did a speed test through sentech's site and average between 160 and 220kbps is that right as i heard you should reach up to 384??

The average for 3G is between 220 and 320 peaking at 384
