4 wire pool cable

I was having a look at the old cable that was used for our swimming pool.
There's 3 cables that have been taped off, and I was wondering what they were for.

So 1 I tested and it used to be for the pool light. ie. there is continuity from one end to a set of wires by the light.

The 2nd I looked at had PVC sheath, then a stranded metal sheath, some thinner plastic and then 4 wires. Red, Black, Blue and White. Real heavy duty stuff.
I assume this was the main supply to the pool, just the 4 wires threw me out a bit. Oddly enough there was some continuity to the old pool light wiring too.

The 3rd was similar to the second, just it had 3 wires and I can't guess what that was used for.

Can anyone enlighten me about the 2nd wire in particular?

On a side note the new wiring coming into the pool house is earthed to and old DB board housing (metal).
And then only the live and the neutral feed a new DB board. The ground wire feeding the new DB is taped off!
To me this means the pool and the spa are not earthed, which raises big red flags in my mind.
Added to that, if I add up the amperage of the pumps etc. I come to 15A more than the breaker....

The cable might be for garden lights, outside socket etc best to follow the cable. The cable is called armoured cable. Test for continuity from a plug inside the house with a long wire to the outside DB with the power off to test the ground. Those pumps are usually 750 watts, 15 amps = 15 x 220 watts available, what else is on the circuit? Pump also needs to be on a special circuit breaker. You will have continuity on the neutral wire if they are connected together somewhere.
 
Didn't think of that, the other cable could be for a plug or anything outside. Unfortunately the cables all go down into concrete so I can't follow them.

I'll check the earth as you suggested.

And the DB has the following. A 4kw 17A heating element. 4.17A blower. 6.6A Spa Pump and 7.1A pool pump.
