Yes, they are not an ISP. But it benefits us indirectly because it means SA websites can start providing richer content at cheaper prices. For example http://www.quickshare.co.za/ recently had to suspend their services because of high bandwidth costs. Now they can hopefully start becoming more viable.

Why are they charging their business customers more per MB than their private customers? Does corporate bandwidth cost them more?

Wow, I had no idea SA hosting was so expensive. I have an overseas site that does around 2tb on an average month and often more than that. Have a dedicated server with unlimited bandwidth for around R800 a month.

not all of it is local. This site is open to the entire international internet and can be accessed from anywhere in the world. So some of it will be local and some of it international. They buy their bandwidth from a top tier provider, but it falls under the category of general bandwidth i.e. full rate.

If they asked for local only bandwidth, then the internet outside South Africa would not be able to access this site.
