^ This. Anyone here ever been into a government department were the machines seemed any faster than a fifteen year old P2?
 
This story has a serious foul smell about it. No frikkin way do you steal so many laptops from one building without staff noticing. No heck ... something is very wrong here.

You obviously have no idea how government tenders work. What you buy for R10 the gov. buys for R50, everybody gets a cut and the tax payer foots the bill.
 
It wouldn't surprise me if they never received the laptops on the first place and are now just saying they were stolen. The laptop contact probably just went to some comrade.

The lowest bidder won ... and met the specs of so many this and so much of those ... but the tender didn't actually state anything about assembly and delivery. The boxes with unassembled parts per spec may be laying in a warehouse somewhere.
