83% believe SAPS is corrupt - survey

Johannesburg - South Africans view the police service as a corrupt institution in the public sector, a report by Transparency International revealed on Wednesday.

In the Global Corruption Barometer 2013, released this week, South Africa was among 36 countries in which the police was seen as the most corrupt institution.

About 83% of South Africans believed that police were corrupt. Thirty-six percent admitted to having paid bribes to police.

An average of 53% of people sampled during the surveyed globally said they had paid a bribe to police.

The survey was conducted among 114 000 people in 107 countries. It showed corruption was widespread.

In SA, 1 000 people from urban areas were interviewed.

Corruption Watch executive director David Lewis said the findings confirmed that the increase in corruption was "not a mere perception".

"We solicit public experiences of corruption and we are getting a significant number of reports of bribery and other acts of corruption, especially from poor communities," Lewis said.

He said Corruption Watch had received over 4 200 complaints on corruption and related matters since its launch in January 2012.

He said half of these focused on the abuse of public power and resources, by both the private and public sectors.

Bribery

Around the world, the survey showed that 27% of the respondents had paid a bribe when accessing public services in the last 12 months, revealing no improvement from previous surveys.

Nearly nine out of 10 people surveyed said they would act against corruption, and two-thirds of those who were asked to pay a bribe had refused.

Of the 107 countries, 20 countries viewed the judiciary as the most corrupt. In these countries an average of 30% of the people who had come in contact with the judicial system had been asked to pay a bribe.

About 54% of the people surveyed globally considered their government to be ineffective in fighting corruption.

This lack of confidence in government efforts had grown compared to people's views in the 2010/2011 survey, where 47% of people felt their government was ineffective in fighting corruption.

However, two in three people (67%) around the globe believed ordinary people could make a difference in the fight against corruption.

Almost two-thirds (64%) of the people around the world thought that personal contacts were important to get things done in the public sector.

This went up to 80% in Israel, Italy, Lebanon, Malawi, Morocco, and Russia.

These stats are shocking. I did not know it was equally as bad outside RSA. Reminds me of the TV series Continuum, where the governments was kicked out, and corporations took over leadership.
 
Doesn't help that apparently half the country pay bribes. It's also a pity the researchers only focussed on Urban areas in South Africa (most other countries had national surveys)

I don't think they are corrupt. I believe there are corrupt elements in the SAPS but not all of them are corrupt. personally I have never been asked for a bribe although I did talk my way out of a fine or two, and made the cop feel sorry for me (I guess thats corruption in a way.)

But with all this being said, I believe there are more power hungry idiots in the SAPS who doesn't take their job seriously enough, than there are corrupt members. I despise a lot of our men (and women) in blue.
 
To do a survey and take .002% +- of the affected means nothing. I am by no means saying that the stats are incorrect infact I believe even more that the stated will say the SAPS are corrupt. Its just I never believe any stats given in this way.

So I shout BS - it's worse.

The "paying" of bribes is over simplified.
I have on 2 occasions (granted over a very long period of time) have had "bribes" / payment extracted from me.
You know this is going to happen when you / your car gets searched and the cops start paying particular attention to your wallet, not so much as to what may be in it, as, but to how much cash is inside it.

You should have taken stats in varsity. Sample group sizes is a course in and of itself and it does influence the margin of error calculations they make. The difference between a sample size of 1% of the population and 0.1% of the population would in all likelihood be marginal, if all other external factors and sample demographics remain the same...

Must work differently up there. The only time the cops have ever pulled me over under suspicion was when I went into Chesterville once to drop of my gardener off with a old TV I had given him. They thought I was buying drugs, I explained what I was doing there, they asked if they could search the car, I said fine and they came up empty handed. They then told me I should be careful in that area and we all went on our merry way.

Never say never. The cops play dirty these days and continuously threaten to throw you in jail for stupid things. I really need to go read up on what all our rights. Last time I got stopped and the guy was going off on how I was going to spend the weekend in jail and then he started hinting towards a bribe, I really wasn't even sure if he had the authority to do that or not :/
 
Did anyone hear the interview on 702 with Beka Dvali (Georgian Ambassador) about the overhaul of the Georgian police service?
It was inspirational.

Public confidence in the Georgian police was at 13% but it is now up to 85% IIRC.
Crime has dropped by 80%.
They had to fire 16000 policemen and recruit and train new ones to root out the corruption but they are winning the battle.
Just goes to show that it can be done if there is a will to.
