AFAIK they have to construct the GPU to work with the memory, it was somewhere, not sure if I remember correctly, but I believe it was from tomshardware.com
There is a way to adjust the fanspeed of your 4870 / 4850 manually, I've done it, works great

Mine is set to 35% , 40% , 60%
Freestate hot weather : 60%
Watching movies : 35%
Gaming : 40%
Mine idle at 42c and load at 47 while gaming. I have a 4870 @ stock.
