Noting the symbiosis between political oppression and the apartheid capitalist system, the document says it was clear that if decisive action was not taken to deal with economic subjugation and exclusion, the essence of apartheid would remain, "with a few black men and women incorporated into the courtyard of privilege".
"The old faultlines will persist and social stability will be threatened."
Reviewing democratic rule, the document said the liberation movement could claim great progress towards a democratic and prosperous society "but we are not satisfied with the current order of things".
The document says that the crime battle cannot be separate from the war on want.
"In the main, incidents of contact crime such as murder, grievous bodily arm and rape occur among acquaintances in poor communities, where living and entertainment environments do not allow for decent family and social life."
Specific mindsets and historical conditions also drove elements of the crime problem, the document said.
The overall programme of national democratic transformation would gradually eliminate some of the conditions that bred crime, the document said. It calls for more focus on mobilising society to make life difficult for criminals in its midst.
Well I'm sorry I find this whole document problematical and farcical. "Noting the symbiosis between political oppression and the apartheid capitalist system." Who writes this stuff? Do they think the "apartheid capitalist system" was evenly spread? If you were white you had might? While on many levels this is true on many others it is equally false, and now they are using the same ideology to fulfill their own political aspirations, exactly as it was then. So they are re-perpetuating a system that gives privilege to a few while the mass struggle on, on their own. Racist policies are racist no matter the sugar coated lining of the "apartheid capitalist system." How far exactly, in the end did the apartheid capitalist system take this country? Some way, but nowhere near the greatness that could have been if we had all worked together from the beginning. Now this government is perpetrating the same errors again: their grand plan that isn't worth zip.
How many jobs has the anc created, how many have they destroyed? How much growth have they brought the country, how much have they destroyed? "We are not happy with the current order of things?" Now let's see: we didn't build power stations because they weren't BEE; they let telkom run roughshod over the economy because it suits their pockets, and let millions die because it doesn't agree with their view of the world. But they have endless rhetoric.
What don't they understand about the free-market and the capitalist system (notably something we have never had in this country, first due to the nats, now due to them.)
"With a few black men and women incorporated into the courtyard of privilege". Well they have certainly managed that, above the law and beyond the law. What else? Little of nothing besides hot air, lots of dead people, and companies saying they won't invest "as they could" in the country.
They sound like Bob.
PS. BEE and AA is interfering with companies on an operational level. Many would prefer not to do business within this regime but no matter: all your base be ours, if you don't like it you can just leave this country.
More of the same: different colour, same face. (And notably meetings about meetings, hasn't anybody heard of the phone, email? Ah, but then that could account for a lot.)
