Major problems that I foresee :

1) Allocating demerit points to driver of vehicle, when driver is not the owner - at the moment this is almost impossible, even in the simple case where your GF is driving your car, what about the case of a taxi driver working for some businessman owning multiple vehicles. This obviously applies mainly to camera traps.

2) There is almost no policing of moving offences, eg overtaking over a white line, etc.

3) The system needs to be seen to be "fair" - I often see drivers committing serial offences, possibly involving 4 offences at a time, enough to lose your licence, but the Metro Cops are never anywhere to be seen. They are too busy eating KFC under the trees.

the system can work. It works in Europe just fine. seewhatididthere :)

point1: the points go to the driver irrespective of who the owner is. the owner has the opportunity to appeal and give the license details of the driver.....
it can be abused in that you give your wifes details to save yourself 3 points that would otherwise get u a ban.
point 2: sure, but if your caught .....
point 3: with integration of systems this can be minimised, but i do agree....

I also think insurance companies should be linked to the amounts of points you have and insurance policies adjusted accordingly.


What I would also like to see is musch more stricter control on heavy vehicles.
6 week roadworthy test required. - solution to the galoolies triangle phenomenom
driving hour limits with tachy devices installed and compulsory.
Weight limits being enforced.
Heavy vehicles not legally to drive in the fast lane - personal pet peev.

More traffic jams are caused by trucks, breaking down, being reckless, overturning, jack-kniving (seriously, europe solved this problem in the 70's - there is a device fitted which is law there, but not here)

100%. It's pointless if it's not fair, and it doesn't help penalising the owner of the vehicle if that wasn't the person driving the vehicle. Useless system/idea -- I heard they called it off anyway? then this.. ? Clearly the bribery/corruption opportunity that comes with it is too much to resist!
 
People are always quick to criticise but this is the first part of a comprehensive program. Do some research it makes sense. If implemented fully using technology it has the power to cut down corruption substantially and improve the driving habits of all including those idiotic taxi drivers. But it will take a lot time to implement.
