Access Existing Email Account

Would I be able to access my existing email account (its on another ISP) with Outlook if I get TelkomInternet powered by ADSL?.

If you cancel your account with the other ISP, they'll probably drop your email account too. But if they dont, and they allow connections to their pop server from the telkominternet ip range (most probably do), sure
