Accessing IP CCTV camera remotely.

I have a colleague who is having difficulty with this. He has a IP CCTV camera at his house that he would like to access via the internet from a remote PC. He has a 1 meg uncapped acount with MWEB. He has asked me for advice, but I have no clue how to assist him. Any CCTV boffins with some more insight willing to assist? Just to make things clear, what he have in place is as follow: 1 x IP CCTV camera, 1 x POE switch connected to 1 x computer. He can see the CCTV camera on his computer and now wants to see the camera from his office pc. TIA!
 
Unless there's a router as said house serving up permanent Internet access he's not going to get very far with this ...*did* you (guys) neglect to mention that? Also, while we're at it, make/model of IP camera?
 
He would need to setup port forwarding on the router with the appropriate ports on the IP cam as well as get a DNS account. Does he know how to do this?

What is the make/model of the IP Camera?

1 meg upload might not be enough.
(possibly subject to having to know make/model info) ..it should be possible to rate limit ITO image quality/sending frequency to cater for that. And, come to think of it, what service has a 1meg UPload anyway? As I understand it even a 4meg line has an upload speed of around 512Kbps.
 
As I understood from him, He only wants to be able to have a quick look at the CCTV video once in a while throughout the day. Something like quickly checking if the dogs are still okay or something similar. It therefore will not be continuous streaming the whole day. And yes, there is an ADSL modem on all the time.

..hence the request for the full trufacts(tm) :) And having camera data will enable the collective to advise on what you have got/can do thatway ..oh, and model info on that [-]modem[/-] router is definitely necessary too.
 
Thanks to all venturing suggestions. My colleague did come right eventually. He did put a port forwarding rule on his router, but apparently MWEB blocks port 80. He changed the port to something else and he is a happy chappy! BTW, the camera is an Axis M1101-W camera.
