In the end it doesn't matter what you use it for. It is nobody's business. Carriers should not concern them with what they carry and they should not be held responsible for what they carry. They should just do it at an affordable price. Cracking down (shaping for instance) is tantamount to censorship IMO. Unless they state exactly how and why they shape or censure the data they carry in order to empower the consumer to make a choice of service.
Government should make laws targeting websites and not the carriers of their content. If you put up a kiddies porn website and get busted, to jail with you china and down with your site.
If they want to file a suit against p2p users individually it is their business, but to exclude everybody from the legal uses of p2p (be they much more limited than the illegal ones) is equal to banning all books because some of them might contain lewd information.
