So, with an average of a 5MB Line, this must be a pretty low-end company to have their "Highest" tier being a 6MB Line? (I also find it odd how Telkom apparently has faster internet than this specific US company... ? )

Perhaps they offer speeds they can deliver to most or all of their customers rather than an up to X speed service that delivers that speed to only a lucky few customers.
