As far as I understand the R100 is only if it is a fault with your equipment - the onus seems to be on you to prove it - I think it is a case of BS baffling with BS - so prove to the tech that it is not your equipment and do not get charged the 100 bucs.
Get the tech to put his router in and make sure he leaves it there for at least an hour or 2 if he decides to leave.
