ADSL Issues will not stop

Since September last year i have started to have endless issues with my ADSL line after 7 years of good service. The issue took weeks to resolve and technicians now, just close the case and i constantly had to indicate that the issue is not fixed when and if telkom send me an sms to ask me if the issue is resolved.
I have a scratchy line and as a result my line looses sync often and im getting between 384kbps and 3000kbps (if i pray to the electron gods). The onset of the problem last year almost immediate as most of 2018 up to the first 5 days in september i worked from home without issue. I always had 9120kbps before and after my line was fixed last year i had a solid 10240 kbps sync for about one month before things went pretty bad to 256kbps and 384kbps sync speeds.

What should i do, and how do i get my problem escalate the problem and fix it? Telkom gave me good service, except now im more likely to call them Hellkom. I have a suspicion, that my line is being swopped after being repaired since it is a line that works.

Now the technicians seem unwilling to fix the problem, or get telkom to just cancel my ADSL service. The problem on our block is pretty bad as we are the last property on the block and there are no free pairs that work available on the aerial cable. Is it possible that my distance from the exchange can change and become longer?
 
Log a fault for noise on your vouce line, do NOT mention adsl or internet.
 
@ponder I have done that last year. after which the line will be clear but the sync was very kknk. Telkom never was this bad in my experience.

This is the best piece of advice and something that I also advise people to do. For some reason if you log JUST a voice line fault, it will be attended to very quickly. If you mention ANYTHING to do with your ADSL or internet connection you will be pushed from pillar to post until hell freezes over.
