ADSL Line Help

This is my folks' line.

It is a 384k ADSL line using a Telkom Mega 100WR router that shares the line wirelessly (among mostly Windows XP computers) using WPA encryption. The client computers use PPPoE to connect using Mweb and Webafrica accounts. I was visiting them on Sunday and the line was working like clockwork. Before I left on the Sunday, when everything was working, I turned the router off.

Last night I received a call from my Dad asking for help, as the internet was not working. I went through several diagnostic tests with him, and have ascertained the following:
1) The DSL line is synching
2) The computers can talk to the router @ 10.0.0.2 and all pings are successful
3) The computers can make use of the router's web-interface
4) When the computers attempt to make PPPoE connections, several error messages have been observed. While I'm not sure of the exact orders that they occurred, I suspect the following:
4.1) Before calling me, he was getting a TCP/IP 733 and/or 753 error:
733 - The PPP control protocol for this network protocol is not available on the server.
753 - The connection could not be disconnected because it was created by the multi-protocol router.
4.2) After my calling, he is currently getting a TCP/IP 678 error:
678 - There is no answer.

Steps I have gone through to try and resolve the problem:
1) I have ensured connectivity between the computers and the router. The web interface is even working
2) I have run through the usual settings checks with him: Wireless encryption is obviously fine (the computers can communicate with the router) and the line is apparently synching.
3) The accounts they are using are usable: I have tried using them on my ADSL line with no problems. I have also tried using my accounts on their line, no dice.
4) I have gone through creation of a new "Broadband PPPoE connection" with him with no success.
5) I have used RASPPPoE to create a new connection with no success (this is strange... When you query an adapter using RASPPPoE, what exactly does it query? Does it check for PPPoE offers from connected hosts on the network, or does it check that the adapter is capable of making PPPoE connections? Either way, RASPPPoE finds the PPPoE offers and is able to create a connection. The connection still doesn't work.
6) I have logged a fault with Telkom's ADSL service (0800 375 375). According to the consultant, the light is synching (but then again she also said that it was connected to the Internet :confused:

Now a few questions:
1) Would I be correct in assuming that the problem lies either on the exchange's side, or with the modem (all cables have been replaced but no success) ?
2) How reliable is the "DSL" light on the front of the modem? If it's on (and stable) am I guaranteed that the line is synching?
3) Are there any other diagnostic tests that could be attempted?
4) If it's the modem, how could it become damaged if it was unplugged (my folks are paranoid) ?

Any help would be most appreciated
