When Vodacom/MTN experience outages, they generally blame Telkom, who does telkom blame?

They are striking today i think because a white chick answered the phone when i called something that never happens.

Amazed to see that these small places in South KZN and Eastern Cape have DSLAMS

Basic issue: Link - Lusikisiki; Kokstad; Ixopo; Harding - No traffic on the DSLAM.
