It looks like you only Syncing at 2Mbps.
It could be your exchange or bad lines in your house.
Telkom does not guarantee you that you will get 4Mbps

Line Attenuation
Measure of how much the signal has degraded between the DSLAM and the modem. Maximum signal loss recommendation is usually about 60dB. The lower the dB the better for this measurement.
20dB and below is outstanding
20dB-30dB is excellent
30dB-40dB is very good
40dB-50dB is good
50dB-60dB is poor and may experience connectivity issues
60dB or above is bad and will experience connectivity issues

Distance from Exchange Line Sync Speed
0.9km 23.5 Mbps
1.3km 22 Mbps
1.7km 20 Mbps
1.8km 18 Mbps
2.2km 16 Mbps
2.4km 14 Mbps
2.6km 12 Mbps
2.9km 10 Mbps
3.2km 8 Mbps
3.5km 6 Mbps
4.1km 4 Mbps
5km 2 Mbps

with such a high line attenuation, I'm suprised that you're not running on 512kbps or even 384kbps!
