ADSL speed woes

For about a week now, I have been having noticeable browsing and download issues, particularly for international sites. At one time, MyBroadband wouldn't load.

tl;dr - ADSL sync's at 5Mbps. Ping and Youtube are fine, browsing is slow, international horrendous; several ISPs tested. On Honeydew exchange.

All running on a D-Link DSL-2750U, non-Telkom branded, and has been for several years.

Basics:
Line is a 4Mbps but syncs at 5Mbps.
ISP is Vox 150GB Fatpipe, but have tested with prepaid & free accounts from Afrihost and Webafrica, respectively.
Broadbandstats has me on Honeydew - http://www.broadbandstats.co.za/exchange/RHDW
May or may not be of import, Huawei laid fibre along the telephone poles around 2 or 3 weeks ago.

The issue presents as sluggish browsing speed, yet happy speed tests and Youtube:

Youtube - https://www.youtube.com/watch?v=0OFXL0jIMR4 - is streaming at 3000Kbps.

Facebook's landing page loads fine. Browsing to groups, however, sometimes just never gets there.
Reddit is ok - one can see images rendering late - but imgur.com is painful (http://i.imgur.com/VEZAfP5.jpg, 130KB, took 3.5s).
NuGet packages are not exempt - ballpark 4 minutes to update PostSharp (4.33MB).
Downloads would have tickled 450KB/s before, now cap around 200KB/s.
Popping into a SSH tunnel doesn't help either.
Vox's account overview shows me as unshaped.

I've had the port recreated (did nothing) and have opened a support ticket with Telkom, which is in progress. The Vox support ticket, whilst prompt, didn't really help; basically, the line statistics were reviewed. In fairness, I did agree to waiting for Telkom's response as they indicated it may be the exchange.

Apparently interleaving is on (stats below) at 96 downstream, 1 upstream. Couldn't tell you when that was enabled.

I've got the exact same mix as you, 4Mbs, Telkom ADSL, Vox. But remote from you towards PTA :)

I've also noticed an issue, but it seemed to have improved with me doing anything. Week before last I was playing with fancy/complex networking and had issues, but some were definitely of my own doing, though some issues were suspicious. Last week there were issues causing me to unplug a section of my net. I checked in on the Vox thread here but saw nothing, so let it slip. Probably because I'm used to international issues floating about (DDoSing, Seacom etc) and giving it a bit of time, saving me a lot of frustration, I never tried diagnosing it and have no stats. So to make any real assertion as to where the bottleneck is would be unfair. The bomb normally explodes suddenly when I really need to do something fast :)

Typically my degradation is during the day and improves in the evening. But today seemed better. I'll monitor.
