Advice/Info needed for wireless network

I've convinced a couple of friends in my area to join me in building a wireless network. The only problem we have is that the area is pretty flat, and the ONLY suitable highsite we could find which would allow everyone to connect is a floodlight on the premises of a primary school across the road from me.

I went to the school last week and had a meeting with the principal, explaining what we wanted to do. In exchange for the use of their floodlight I was willing to give them free internet access (Through my ADSL line), potentially saving them R700+ per month seeing as they were looking at getting ADSL soon. We would naturally also pay for all the equipment.

He presented my proposal to the school board (greedy bastards) who agreed on the following conditions:
1) We have to provide them with documentation showing that what we plan to do is legal.
2) We must pay them R500 per month rent for the use of their floodlight, and electricity for the AP.

I am planning to negotiate further with them regarding the "rent".

What I'd like to know is where can I find legal documents/Acts/Laws/Etc. on the use of WiFi in SA that I can present to them, and what the legal ramifications could be.

Any links/references would be appreciated. I've tried finding stuff on ICASA's website but like their operations, their website is an abortion.

Just point me in the general direction... Which Acts/Sources should I look at?
