What hardware /software is required to implement a city wide wifi / wimax infrastructure. [NB. NOT END USER DEVICES] just hardware required to implement this type of service. Similar to how Tshwane Metro have implemented.

Forget about WIMAX. Wifi is your only option. There is no spectrum available according to ICASA and you need a licensed frequency to use WIMAX, else your WIMAX range (if you can find equipment) will drop on the shared ISM bands. In addition to that, be warned, WIMAX equipment is pretty expensive. An AP will set you back round about R 250-400K per AP.
