Advise needed. Telkom Vs Afrihost. Really confused.

So, for the last month, I have had my ups and downs with my ADSL connection. Over the course of this period, I have had 4 fault reports with Telkom, multiple calls from their techies and a single visit, however my line has been doing some strange things.

Firstly, I have an Afrihost 4MB Business account. All seems fine there, or at least thats what they say. At this time, I am getting variable speeds, where my line is going from 400 kbps to 100 kbps to 200 kbps to 400 kbps. This is utterly random, and happens at odd times, for periods which appear to be 4 hours each. I have had my fair share of issues in the past, but I can't seem to wrap my head around this one. Am I being shaped on a Business account? Is my line re-syncing because the rate is too high? Is Eskom load shedding my Internet?

My experience with Telkom has been rather bewindering. I have had a visit from a decent techie, who changed my DSLAM and port, but the issue returned shortly after that. Have had a call from another techie, who claimed that ADSL was designed this way and this was normal behavior, and said a Business account doesn't matter. I have had another techie call me and tell me I am downloading too much, when I was advised to test the download rate to see where the fluctuations happen. I have had my fault report closed ninja style on two occasions and my line speed dropped to 1MB on purpose during a call, for asking too many questions.

So yeah, really baffled, and not happy to come home to a 1MB line and have to wait for my line speed to kick in. Please help me folks. You guys are wiser that the techies, and have got me out of a jam on a few occasions. Where do I go from here?
