This really is a very peculiar issue, not matter how much traffic I push through my line I can still browse, albeit slowly.
Maybe you can look at QoS to create browsing as a high priority while downloading takes a back seat?

I've just tested one download, downloading without using download manager and downloading at around 600kbps and able to browse all websites.

Tested the exact same download with download manager and downloading at 600kbps and unable to browse those certain websites.

Never had this problem with download manager before. Seems like the problem might be the download manager. Could it actually cause certain websites not to load? And it only happens with my Afrihost account. Why would it only happen with one ISP and not another?

You've tried downloading with Internet Download Manager also?

Should I try maybe deleting my network connection and setting up a new one?

Yup, and FDM on Windows 7 and Windows 10.
Also tried maxing out my line with torrents and NNTP both separately and together with as many connections as possible - site's still loaded.

Oh okay. That's very strange. Do you think if I delete my network connection and set up a new one that might work?
 
That may work, otherwise maybe look at setting up some basic QoS on the router?

I'll try the former first and see what happens.

Deleting and recreating your network connection will probably not fix the fault. You should learn to live without the download manger as it is obviously the reason for your browsing woes.

The fact that it only affect your Afrihost account could be due to the load balancer they employ which frequently changes your routing.

Alternatively you could experiment with another download manager until you find one that will work with the Afrihost account.
