From this it seems there must be some criteria for who gets shaped and who doesn't - please tell us what that is.
The criteria is your line speed and your usage patterns. We allow for more aggressive usage on the higher line speeds, but it comes down to how much you use over a period of time and how we view your usage trends and projected usage. Eventually we come up with an index of which users get shaped and to what extent that will reclaim the amount of bandwidth we need to bring capacity in line with demand at that specific point in time. The system is continually calculating based on total IPC usage. While we're under what we would consider a "comfort zone", then we leave virtually the entire client base on that IPC unshaped, except maybe for the most aggressive bandwidth users.
