Seems like you're right. I have a local server and set up a 1MB file with random contents and no caching. I seem to be getting similar speeds on both afrihost and my other ISP account:

It looks like there may be a serious shortage of international bandwidth. If this affects a capped account as much as it does for me I don't want to know what it does to uncapped.
I think it's more that there's some serious funkiness in the routing inside MTN's network.
