Afrihost uncapped ...simply disgusting

and this is on an Afrihost 4096 account
 
My Afrihost 4gb uncapped worked fine until the last 2 days... im barely hitting 30kb/s downloads... and its not like I spend every hour of my day downloading so it cant be that im being throttled by their policy.
