After Inter. Cap reached, local is VREK slow?

Reached CAP, topped up, reached topped CAP. Now only on LOcal.

But everything is vrek slow. IOL, news24, everything takes ages to load.
Does Telstront throttttle local after CAP is hit?

Im also capped, but last month capped in my Second week and was Just as Slow .
opend News 24 Took 3 min to still open Canceled ,
Other things do do than wait 4ever for a Page to open.
Only trying to get my Bitdefender to work..
