This page at THG compares the cards you're thinking of and some more in 3DMark06. Just remember a 7600GT/1650XT is held back by a 3200+ so a Sempron 2600 will hold them back even more and anything faster/more expensive will will be a waste until the CPU is upgraded, 1.5GB RAM should be enough for that system though but if he can get another 512MB for cheap it wouldn't hurt.
It might be worthwhile for him to save up for a few months, saving a little each month and selling his current system (or just certain parts) if he can and getting a newer one because he's going to upgrade an old PC that probably can't go any further. Saving up for a new budget PC would perform better and be able to be upgraded later on.
For example,,,
R830 - HD3650 16xPCIE 512MB
R860 - AMD Athlon 64 X2 5400+ Socket AM2
If his motherboard isn't AM2 add R500+ or more for one and if he doesn't have any DDR2 RAM add R190 for 1GB. This does cost more but it would be a lot better and could be upgraded in future.
Or getting one based on an AM2+ system would cost an extra R500+ from what I mentioned above but would be able to be upgrade a lot more later on.
Though knowing what motherboard he has would help.

I would recommend the 3650 AGP. look around, I managed to source on for one of my clients last month.
unlike the 1650 it does HD video decoding on the CPU, taking some strain off his aging processor if he wants to use the PC as a media PC at a later stage.

My advice is also to just upgrade the thing altogether. You can't turn a donkey into a racehorse.

Stick a hot bit in its bottom
