If sunrise means actually catching a glimpse of the sun and not just the light it emits then I'd say definitely.

Unless of course this following situation arose :

EDIT : Oooh, wait. You said directly underneath him... hmm.... yes, still the 8000m person would see it first due to the curvature of the earth.

Lets take this one step further. Lets say the observer on the ground moves closer towards the sun. What is the viewing relationship between the observer at 8000m to theone on ground level moving closer towsrds the sun. There must be a ratio of sorts?

Ratio will be very complicated since all point are moving through space relative to the sun.

The person on the ground will have to cover a hell of a lot of ground though to make a difference & do it very fast.
