Would a person at a altitude of say 8000m see sunrise before a person directly underneath him at sea level?

Lets take this one step further. Lets say the observer on the ground moves closer towards the sun. What is the viewing relationship between the observer at 8000m to theone on ground level moving closer towsrds the sun. There must be a ratio of sorts?
