Do apps need to be rewritten to run on a ARM based windows platform?

They should only need to be recompiled.

Whats the point of a x86 emulator if the majority of software is 64bit these days, sometimes they don't even offer 32bit versions, Adobe being one of them?

Mainly for legacy applications, where the vendor or the source code no longer exist and nobody is able to compile for a new architecture.

It's about one single thing: Power consumption, ie battery life.

Tomorrow 8 December, at an event in Hawaii, Qualcomm announce that Windows 2-in-1s and portables running Snapdragon 830 and 845 bring true always-connected to Windows devices with up to 22 hours of battery life. More coming at CES early next year. With WOA, this is the beginning of the end of Intel on client devices, and x86 emulation allows most Win32 apps to tolerably run on ARM.(so yes, you can run Chrome for Windows, Photoshop, etc on your ARM-based Windows machines).

As IHVs switch from Intel to Qualcomm/ARM, AMD wants some of that away-from-Intel business.

You make it sound like a mass migration, 5 years back every one said they were going to go with other chip makers has that happen yet, 12 years back every one moaned when crossfire and SLI was maybe available, as all game in the future will require crossfire or sli setups.

Now AMD releases new CPU's that finally give them a fighting chance in the market, still lots of people on intel, in reverse intel invented that horrible netburst CPU, and still CPU sales were pretty even.

Mobile CPU's still lacks computing power and up to 10 ten times weaker then their counter parts....
