This problem wouldn't be as bad if they didn't have all the freeloaders on the system not paying for anything and being subsidized by the users who do pay.

Whats going to happen is all of the solar users subject to an ever higher fixed fee for a service that they don't use, in order to subsidise the "poor".

What is going to happen is those solar users will simply migrate to an off-grid system and deal with the inconvenience.
