Tell them to cut the line, and then don't pay the account.

Imagine them going to a court to get a court order for a non-payment of account for someone who has told them they don't want their services.

Council bill for availability, not use. They can also play the long game. Don't pay - don't worry. You won't be able to sell the place until the rates and bills are up to date, otherwise they won't issue a rates clearance. They have you by the balls there.

While some have been able to cancel connections, its going to get harder or impossible to do so, especially once its really the only form of income that the Muni's or Eskom will have for Electricity.

Most munis don't charge a grid connection fee and it's hard to implement if people are using prepaid. They'll likely just push up rates to compensate so in the end Eskom are still going to be the ones left with non-paying customers.

If Tshwane introduces a mandatory grid connection fee I'd tell them to cut me off and I'd refuse to pay. I don't plan to ever sell the property and I have a borehole so cutting my water has no effect. If enough people do this they are on the losing side just like eTolls.
