ANC and DA 2004 versus 2009

I fear they are canvassing votes for the last year by an increased focus on housing, something they avoided before that, at the expense of other departments.

The situation is unacceptable and the ANC led government is too blame. As I've said, better education will decrease welfare dependency. What would propose should be done?

proper planning, monitoring and evaluation linked closely to remuneration.
gvt employees currently receive accross the board salary increases regardless of their lousy performance.

I was pleased to hear rumours that the new administration might introduce a super ministry to do just that. The fact that this ministry might be headed by Trevor Manuel can only be good for our country.

Unfortunately past tolerance, which is not good, is the only thing we have to base future actions on. Well, the ANC has another 5 years to prove to us that they really are intent on changing, regardless. Only time will tell, I'm afraid.

Trevor Manuel

The widely respected finance minister is the most important person in government for foreign investors, who credit him with steering Africa's biggest economy through years of economic growth. His departure could hit the rand.

Many on the left dislike Manuel for his market-friendly approach and links to ousted former president Thabo Mbeki, and have pressed Zuma to drop him.

Manuel's wife Maria Ramos in March took up her job heading one of South Africa's top banks, which some critics say could present a conflict of interest. He married her last December.

But Zuma, faced with navigating the first recession in 17 years, is expected to keep Manuel in the post for at least half a term while he trains up a successor, and his position high on the ANC's list of election candidates makes this likely.

In a worst-case scenario for markets, he may be shifted to another ministry, or appointed to head a mooted new oversight body charged with improving Cabinet performance.

My point was that you are assuming that everything posted by a poster(in this case timgaul) will have negative connotations associated with it. Which it does not.

If this mooted ministry does materialise (very likely considering that the Treasury had a farewell party for Manuel), it would mean that Trevor Manuel becomes the 'executive president', with Zuma being reduced to a 'rubber stamping' president. At least that might get gvt functioning properly.

This has always been the ANCs Achilles heel so to speak. They have some good policies and ideas(which is why sometimes the manifestos of different parties do look so similar) but their implementation is either non-existent or takes on the "what benefit can I derive from this" attitude and ultimately leads to failure of said policies.

If Zuma can stick to his MULTITUDE of promises (despite having already exempted himself from them;)) then we could very well see an improvement in the ANC. Hey we may even see an under-performing ANC instead of a purely incompetent one :D

the ANC & its alliance partners would never allow that.
such a thing would feed into the paranoia that a black person on his own is incapable of doing a proper job without a white baas. in fact, the ANC is probably pretty frustrated as it is with manuel because they know that simply giving manuel the boot would send markets crashing and that really pisses them off...

If not, why not? Many countries have a Prime Minister and a President; though navigating the two power bases becomes tricky. As it is now the party (ANC NEC) holds the power and the president merely is a "rubber stamping" president, to a large degree. Its Zuma's influence as ANC president that is more important in running the country than the country's president - which is wrong.

Trevor Manuel is not white
Besides, if the ANC had no further role for Manuel they would hve given him the boot when he temporarily resigned with Thabo Mbeki. The markets would have got used to a new finance minister. The markets tumbled when Tito was appointed governer of SARB but they soon recovered. Markets are generally averse to change (of any kind).
