Well yes, in reality, the monitoring means absolutely nothing....

But most elections on this planet are "independently monitored"....

If its anything like the US's foray into electronic voting, its because the systems were too complex, too open to hacking... so even LESS secure from rigging than paper based elections.
 
The one that jumps to mind is the shifting of ward boundaries to change the voting tendencies of a ward... Borderline opposition, to outright ANC Majority...

The recent incident where they didn't allow a by-election to take place (though this may have been the IEC, I can't remember exactly)

Any action that will intentionally alter the results of an election.

You will notice I put the word in "", its not technically vote rigging, but it achieves the same results at the end of the day in my opinion.

They were close to losing a few wards, so they just change the ward boundaries to bring in more ANC voters to a ward.

Like you said its not vote rigging. Vote rigging in the Zimbawean sense is a dead serious allegation and IMO, the word "rigging" should not be anywhere unless someone has hard evidence and is not talking crap at a political rally.
 
I still see it as vote rigging, but more of a legally sanctioned version, but that doesn't make it any less ethically questionable.
 
Moving the boundaries / joining disparate area's is called Gerrymandering.
ANC is definitely guilty of that, time and time again, even if its not "illegal" per se.
