What device ? If samsung, google sidesync 3. Works like a dream on samsung only unfortunately.

I dont think that anything that does this accurately would be battery friendly.

Gps essentials. Not sure if it gives the time directly though.

Anything using gps and 3g is not going to be battery friendly...
