WTF do chip firms have to do with the OS in any case? And what about iPhone 4S with it's dual core CPU, is IOS optimized for multi-core, or do the chip munafacturers need to uptimize IOS as well?

+1. Assuming Intel are correct in claiming that Android phones aren't multi-core/multi-threading friendly, then what does that have to do with the chip manufacturers? I fail to see the connection. The chip manufacturers have no direct say in the building of the OS, yet Intel are placing the blame squarely on their shoulders?

The way I see it, it has everything to do with the OS, the underlying programming language/platform, the way developers code their applications, and the nature of the application. All 4 of the above need to support multi-threading. If anything, Intel should be blaming Google.
 
mmm because GTA3 and the other top end games would run so well on a 1ghz single core. Fail thread.

Its called FUD.

Intel in the same breath announced that they will be pushing Microsoft in rolling out low end CPU's for the new Windows 8 OS.

So translated(Buy into our platform and line our pockets instead)

Note Intel is not criticizing Android, but instead is saying that the designers of the SoC can do a better job. Upon further thinking they could also be attacking the Dalvik VM scheduler. But that is doubtful since they mention the SoC makers being at fault.
