I need a quote for a basic PC for one of my friends (no profit to me)

Specs whatever is necesarry to run XP & to last as long as possible. just a basic system for e-mail etc. no gaming or anything stressful on the machine.

also, what's the latest price for WIN XP home?

Not sure if they have a shop on Venus, well actually I know they only have shops in Natal, but the lowest spec pc on the pczone website would be fine for you requirements and is only R2199. Throw in a 17" LCD monitor at R1500 and you have all you need.

That is one hell of a budget for an email etc machine.

Use onboard graphics and you've already saved a cool 2k+ compared to a gaming machine.

Perhaps this person might also be interested in a machine that runs silently. In my experience silence counts for a lot when it comes to ppl who work at their PC and don't game.
