any IS or openweb user able to access?

The site seems to be down at the moment. But my openweb account is pretty slow too.
 
The error message was cached, all traffic out of SA runs through a transparent proxy (for SAIX and IS at least) and because of that you saw the cached error message page, at one point the server was down, someone visited the site and that error message page was cached, and from then on never updated.

When you use the ? after a http request the proxy assumes you are making a query which then forces a updated version to be downloaded.

I always add a ? to the HTTP request, seeing as I pay for the bandwidth, no matter if it was downloaded from the proxy or captured from overseas, only difference being I alway know my pages are up to date using the ? method ;)

Yes just about, there are a few, very few web-sites that might prove problematic but they are rare. Also any http request that already has the ? in it doesn't need it added to the end :D (Like the forum for example, http://mybroadband.co.za/vb/showthread.php?t=72261)
